I'm not a car driver and I wouldn't want to be one either. This carpark is very important because of its location. Every tourist traveling by car seems to want to arrive in Brighton via the coast road. This is the first real carpark they will encounter. Because of its location it takes cars away from driving into the centre. This enables the city roads to be less jammed.
I once heard that all the squares off this main coastal route wished to have such underground carparks. The Regency square turned out to be the only one that didn't have an ancient river below it or any other problems stopping such a project.
